Borger Gilligan is the ex-assistant commissioner of the Securities Division of the State of Tennessee Department of Commerce and Insurance. He is an expert in federal securities matters and has worked closely with regulators, including the Securities and Exchange Commission and FINRA.

Borger Gilligan has been a member of Tennessee Bar Association since 1995.
